This series consists of subject files maintained by Caio Koch-Weser during his tenure as managing director, operations. Many files concern individual countries within the Bank regional vice presidencies for which Koch-Weser was responsible: Europe and Central Asia (ECA), the Middle East and North Africa (MNA), Latin America and the Caribbean (LAC), and South Asia (SAR). These country files include items such as briefing materials and meeting minutes with country officials; Country Assistance Strategies; and correspondence and other documents on particular Bank-funded projects.

Other topics in this series include social development, sustainable development, a 1995 "Reform Working Group" about change management within the World Bank Group, and the implementation of the Comprehensive Development Framework in 1999. Also included is one file of chronological notes and memoranda from Koch-Weser's executive assistant, Vorapaktra "Lek" Yongpradit.

This series contains subject files maintained by Goldstein while serving as managing director and chief financial officer (MDCFO), 1999-2004. The bulk of the materials were created during Goldstein's Bank tenure, but a few files contain copies of items originally created prior to his arrival in 1999. Files in this series contain correspondence, memoranda, notes, reports, discussion papers, meeting minutes, presentation materials, and other records.

The contents of the subject files reflect the entire range of Goldstein's responsibilities and activities as MDCFO. Major topics include:

• Management of the World Bank's internal and external financial affairs, including resource mobilization, Bank-administered trust funds, guarantees, lending, and oversight of the Bank's efforts in client countries to strengthen their financial and capital market systems

• International Development Association (IDA) replenishments IDA12 to IDA14

• Heavily Indebted Poor Countries (HIPC) initiative

• Poverty Reduction and Economic Management Network (PREM)

• Sovereign debt and macroeconomic frameworks, including debt sustainability, external debt, and the development of guidelines for public debt management

• Integrity of financial operations in the World Bank, as represented in records related to the Audit Committee, the Operations Evaluation Department (OED), the Internal Auditing Department (IAD), the Committee of Sponsoring Organizations of the Treadway Commission (COSO), and the inclusion of both unaudited and audited statements for World Bank operations

• Risk management for the World Bank, including files on the Risk Management Committee and Task Force, market risk exposures, credit risk and loan loss provisioning, and stress testing

• Stability and integrity of the global financial system

• Coordination with World Bank shareholders and other international financial institutions, as seen in files on the International Monetary Fund (IMF), the G-7/G-8 and G-20, meetings with United States government officials, and World Bank Executive Directors and Board meetings

• World Bank corporate strategy and strategic planning, including files on the 2001 Strategic Framework, the annual Strategic Forum meetings, and the work of the Corporate Strategy Group

• World Bank budget , including records related to budget planning, management, and reform; quarterly business reviews with Bank vice presidents and managing directors; business plans; strategy documents; and materials for meetings of the Budget Committee

Also included in this series are country files maintained by Goldstein about World Bank activities and relations with several member countries from 1999 to 2004. Files contain background information, internal correspondence, Bank policy documents, meeting notes, and other documents about Bank strategy and risk management in certain countries. Many of the files in this series relate to the Bank's work in countries that were experiencing economic distress, conflict, or political changes during this period.

Sir Denis Rickett was Vice President of the World Bank from 1968 until 1974. The records are a series of subject files that include copies of reports and memos and well as personal correspondence and notes.

The Committee of Twenty, formally the Committee of the Board of Governors on Reform of the International Monetary System and Related issues, was established in 1972. Rickett served as the Bank's representative to the Committee from March 1973 until June 1974, and the files consist of Rickett's correspondence, memos and reports of the meetings of the committee as well as memos and documents from the Committee's Technical Group on the SDR Link.

The Council of Europe files contain Rickett's correspondence as well as agendas, reports and the records of the January 1970 convention on development in which Rickett participated as a discussant. Files on conferences contain correspondence and reports relating to conferences to which Rickett was invited and copies of speeches he delivered.

The Pearson Commission on development issues was established in 1968 under the chairmanship of Lester B. Pearson. Rickett's files on the Pearson commission consist of copies of J. Burke Knapp's correspondence (Knapp was also a Vice President of the Bank during this period), memos and reports on the Commission as well as the original letters Lester Pearson received from heads of states and other VIPS in response to his report Partners in Development. The Canadian International Development Authority commissioned a study in 1971 to look at the World Bank over the next decade. Written by Escott Reid, the draft of the study is in the Rickett files, along with a summary of the report and copies of comments on the draft by Bank staff members.

Other files contain memos and Bank reports on debt problems and energy and oil issues during the 1973-1974 oil crisis.

Robert L. Garner was Vice President of the World Bank from 1947-1956. The documents in this file concern the trip that Garner made to the Middle East and North Africa on behalf of the Bank in the spring of 1949. Although fragmentary, they convey a sense of the issues Garner discussed with the leaders in the countries visited, particularly in Turkey. The notes of Garner's report to a staff meeting provide an overview of the trip. Also interesting is Garner's report to Bank President John J. McCloy on Garner's visit to Egypt.

Mohamed Shoaib was Vice President of the World Bank from 1966-1976, having previously served as the Alternate Executive Director, Executive Director, and Governor of the Bank from Pakistan. The documents in this file concern the Williamsburg II meeting held in Jogjakarta, Indonesia, in 1972. The meeting was a continuation of a previous meeting at which high-level officials from the Bank, other international organizations, and foreign governments discussed development issues for a particular region in itsbroad political and security context. The Williamsburg II meeting focused on Southeast Asia, the balance of power in the region after the Vietnam war, the role of China in the region, and the special problems of the overseas Chinese. The file contains an informal running account of the discussions, the program and a list of participants, a summary, and what appear to be Shoaib's handwritten notes during the meeting.

This subfonds consists of chronological correspondence files, briefing books, and subject files maintained by the office of Managing Director and Chief Financial Officer (MDCFO) Jeffrey A. Goldstein. Topics in the records reflect the range of Goldstein's portfolio of responsibilities, including World Bank financial affairs, resource mobilization, corporate strategy, and risk management.

The records of the era of the general vice presidents are fragmentary. A few records of a Middle East and North African trip by Robert L. Garner exist, as does a file on a meeting in Jogjakarta attended by Mohamed Shoaib. The files of Sir Denis Rickett contain important records on studies of the future role of the Bank, as well as information on the Bank's reactions to the oil crisis of the early 1970s.
